Permit Solutions was founded in 2024 by Victor and Roger Moreno to formalize 18+ years of South Florida construction, inspection, and code-enforcement work — across Miami-Dade and Broward counties since 2008. We exist because most permit firms file applications — but property owners with real violations, unpermitted work, or blocked sales need someone who can navigate the resolution.

Victor and Roger have spent nearly two decades in South Florida construction — since 2008, building the same fences, terraces, pergolas, and additions across Miami-Dade and Broward that today’s homeowners need permits closed on. That ground-level fluency in how South Florida construction actually works is the foundation of how the firm operates.

Permit Solutions was founded to specialize in the cases other firms turn away: properties with old violations, unpermitted work performed by prior owners, permits left open by contractors who walked away, and projects stalled at inspection. Today Victor and Roger operate the firm together across Miami-Dade and Broward, supported by a network of licensed engineers and surveyors, with hundreds of closed-out projects on record.

Victor Moreno is the qualifying agent for Allday Fence — an affiliated fence contracting company co-owned by Victor, Roger Moreno, and Marcelo Reyes — which holds Miami-Dade County Construction Trades Qualifying Board (CTQB) Business Certificate of Competency #08BS00863. When one of our cases requires fence or accessory-structure field work, it’s performed under that license through Allday Fence.

Roger Moreno is a co-founder of Permit Solutions Services with 18+ years of operational, inspection, and code-enforcement coordination experience across Miami-Dade and Broward. His role inside the firm is project coordination, inspection liaison, and end-to-end case management.

For work that falls outside the fence-contractor scope — general contracting, mechanical, electrical, roofing, structural engineering — we coordinate through our established network of independently licensed Florida contractors. Each partner works under their own DBPR-registered or county-issued license. You hire Permit Solutions Services as the case manager; the field work is always performed under the appropriate license for the scope.

We take violation cases
Most expediter firms only file new applications. We specialize in cases with existing problems — open Notices of Violation, code-enforcement liens, unpermitted work, and open permits — because that’s where property owners need the most help and where the work actually requires expertise.

We coordinate the full resolution path
A real resolution typically requires a surveyor, a structural engineer, a draftsperson, and a permitting specialist working in coordination. We manage that full path — you have one point of contact, not five.

We’re honest about timelines
A simple permit takes 24 hours to 10 business days for initial review. A complex violation can take 4–6 months to fully close. We tell you which case you have at intake — not after you’ve signed. We don’t quote timelines we can’t defend.
